ASEAN SOCIO-CULTURAL COMMUNITY

The ASEAN Socio-Cultural Community is the third pillar of the Association of Southeast Asian Nations. Overseen by a ministerial body known as the ASCC Council that meets twice a year, it is the most wide ranging of the three pillars, covering all sectors that are not directly related to political-security and economic matters. These include culture, health, education, the environment, information, labour, meteorology, rural development, social welfare, sports, women and youth.

In ASEAN, these sectors come under 14 sectoral bodies which hold regular ministerial meetings and eight other bodies including regional centres in Indonesia, the Philippines, Singapore and Thailand. Activities are guided by the ASEAN Socio-Cultural Community Blueprint adopted by ASEAN Leaders in 2009. The Blueprint is subject to a Mid-Term Review in 2013 ahead of the establishment of the ASEAN Community in 2015.

In Brunei Darussalam, responsibility for ASCC matters was transferred from the Ministry of Foreign Affairs and Trade to the Ministry of Culture, Youth and Sports in 2011. It now coordinates the ASEAN socio-cultural activities of the Prime Minister's Office, the Ministry of Education, the Ministry of Health, the Ministry of Development, the Ministry of Communications, the Ministry of Industry and Primary Resources and the Ministry of Home Affairs.

BRUNEI AS CHAIR

Under Brunei's chairmanship of ASEAN in 2013, the ASEAN Socio-Cultural Community Council is chaired by His Excellency Pehin Hazair Abdullah, Minister of Culture, Youth and Sports. The Senior Officials Committee on the ASEAN Socio-Cultural Community (SOCA) is chaired by His Excellency Dato Hamid Jaafar, Permanent Secretary at the Ministry of Culture, Youth and Sports (sutmcys@yahoo.com).
